Usually when we use 'burn to the ground' we talk about buildings.
A fire burnt the house to the ground.
It just means that all of the roof, walls, furniture - everything was burnt. By the time the fire was put out, all that was left was ashes on the ground.
Burnt to the ground - nothing left.
