Abbott and Costello were a famous comedy team who made many films. They were known for their quickfire, clever dialogues (one of the most famous is a scene called 'Who's on first?').
Abbott and Costello it ain't - this means the conversation isn't clever or inventive ... it's very basic and not clever at all. It means this isn't an example of 'witty banter' (you can look witty banter up in a dictionary).
