OVER and ACROSS can almost be used in the same context. eg jump ACROSS the river.... or, jump OVER ther river. but for eg. if you come to a high wall and you can't walk around it then you need to climb OVER the wall to get to the other side. the difference is for OVER: picture two objects a cloud and a tree, the cloud is higher than the tree, therefore the cloud is over the tree.
