"I have no idea why he did that. There's a lot of push-pull out there"

What does "push-pull" mean in the sentence?

I think it means a lot of energy being used to try and move in opposing directions ... if it's a sports game, maybe the game is moving one way, then the next with neither team having much success.

Maybe the teams are very evenly matched, so no matter how hard they try, they can't gain any ground.

In the film Doctor Doolittle (the original - don't know about the Eddie Murphy one) there was a two headed animal that looked like a llama - it had one head facing one way and the other facing in the opposite direction, and it was called a push-me-pull-you.
