Here are the correct answers:

I have been here for four years; by next summer I shall have graduated.

It is necessary that she comes here every Sunday.

There was so much noise that the speaker couldnt make himself heard.

Incidentally, note that I have inserted a semicolon in sentence 1. The use of a comma there is incorrect.

anita0915 - Just a gentle reminder about using articles.....

"Which one is THE right answer?"

A small thing compared to the difficult grammar you are learning now :)

Keep up the good work. Philo

Shouldn't it be, "It is necessary that she come here every Sunday?" Is it that subjunctive mood thing again, or something similar?

Yes,

It is a subjunctive of command.

This Spanish site describes it succinctly.

This Old English site has some good examples.
