The Oscars are officialy called the Academy Awards. The Awards are granted by the Academy of Motion Picture Arts and Sciences, a professional honorary organization which, as of 2003, had a voting membership of 5,816. Actors (with a membership of 1,311) make up the largest voting bloc.

From this, I assume that all the voting members vote for the four nominations. So who decides the winners? |

The membership of the Academy votes for the winners. Probably the nominations are decided by a nominating committee composed of a subset of the membership. |
