What is the difference between "ratio" and "rate"?
And
What is the same usage between "ratio" and "rate", if there are the same points between "ratio" and "rate"? |

There is little in common between the two words:
Ratio: the relative magnitudes of two quantities.
Rate: a magnitude or frequency relative to a time unit; amount of a charge or payment relative to some basis.
They are both, however, usually expressed as quotients-- that is, with a slash between the two numbers (miles/hour, etc).
