The idea here is that soon is good. Some examples:

He has been working on his house for three years. He really needs to finish so he can sell it.
Yes. The sooner the better

It's very late. I'm tired and I need to go home.
The sooner the better.

I said something bad to him and I really should apologize.
The sooner the better!
