What is an *underinvestment*? An investment that ends up lossing money?

No. Underinvestment is a situation where not enough (money) was invested.

Could you give me an example of the word's usage? Like when a project doesn't receive enough fund?

According to the study, India is underinvested in IT, which hampers the ability of the sector to grow and contribute to general growth and productivity.

Though high-income Blacks are more interested than ever in becoming stock investors, they remain underinvested due to distrust, according to a survey.

A recent empirical study by Graham and Harvey (2001), however, finds little evidence that corporate executives are concerned about asset substitution and underinvestment problems when they make firms� investment and financing decisions.
