Hi RedRose,
Not necessarily. It means that the person believes you have everything you need, and that you may proceed.
You are at a check-in counter at a hotel. The clerk greets you and helps you with everything you need to check in. He or she accepts your payment, rings the porter to carry your luggage, gives you a brochure and a receipt, and hands you the keys to your room. When she is done, she gives you a smile and says, "you're all set!"
