Hi Marlen,
You can say:
If you have 15 (fifteen) people or more, you receive a price reduction (discount).
Or,
If there are 15 (fifteen) people or more, you receive a price reduction (discount).

Hi Marlen,
I just want to add that it's very common to see this expressed as "groups of fifteen or more".
Here are a few examples:
Groups of twenty or more receive personalized service, deferred payment options and discounts on most performances.
Discounted rates are available for groups of fifteen or more with at least a 24 hour advance reservation.
Various discounts and special savings are available for groups of ten or more passengers traveling together on the same flight to the same destination.
Reservations are required for all groups of eight or more and should be made at least two weeks in advance.

"Reservations are required for all groups of eight or more and should be made at least two weeks before."?
