For the blank below, I understand #1 is grammatically correct and makes sense. How about #2 and #3?

The question ( ) at today�s meeting is whether we should postpone the plan till next month.
1. to be discussed
2. to discuss
3. to be discussing

Yes, #1 and #2 are good. Although, I think #1 is the best choice.
#3 does not make sense as it is.

If you used #3, you'd probably want to include a pronoun and
rephrase the sentence to say

"The question we will be discussing at today's meeting is whether we
should postpone the plan till next month.
