Hi. That is a good question!
The sentence means that someone is hoping for something good
to happen to another person. It can also mean that someone is doing something for another person.
example:
Person #1 "Hi, I have a job interview tomorrow afternoon".
Person #2 "Oh, good luck. I'll be pulling for you".
In my example, Person #2 might be making a recommendation for
person #! to get the job. Doing them a favor.
