The expression just means that it happens immediately, in no time at all. "Before I could say 'Boo,' he had drawn my portrait" would just mean that he finished the portrait surprisingly quickly. In your sentence, "pink lace" is used instead of the more common "boo" because it ties into the image of pictures of girls.
