Can we say [ somehing is "happedning" or "taking place" ] ? Or it is not allowed to use the progressive form here???

Yes, that is fine to use either one.
There are subtle differences though betwen
the two terms.
For example
"There will be a BBQ and social function taking place
at the Community Park this Saturday".
In this kind of sentence, "happening" would be ok to use,
but would sound maybe a little unnatural. So "taking place'
is a little better.
"I was told something is happening at the Community Park
this weekend. Do you know what it is...?"
"There will be a BBQ taking place".
Friend 1 "Hi, what's happening?"
Friend 2 "Not much. I'm just watching tv".
I'm sure other people will give more feedback on this
topic.
But I hope I have at least helped some.
