Here are some sentences that might help:
1. "It rains 120 days a year in New York, or about every third day." Water falls out of the sky; refers to the general condition.
2. "The forecast was for clear skies today, but it's raining." There is water falling onto the ground right now.
3. "I was going to go for a walk with my dog, but it's rainy today, and my dog hates to get wet." It is a rainy day, meaning water is falling out of the sky at least part of the day.
