Please rewrite the news headline in the subject.

More brinkmanship or a calculated test of the international community's resolve?

North Korea's test launches of seven missiles Wednesday triggered a range of speculation by foreign-policy experts here.

Analysts said the launches might be a test of the international community's position on Pyongyang's nuclear arms threat, while others said North Korea might be trying to pressure the United States to lift damaging economic sanctions.

Mister Micawber, My question was not proper. I can not understand why police is "attached to" provocation. I do not think this collocation is acceptable in standard English.

Not police; politics. The headline suggests that Kim Jung Il's provocative launches are linked to political motives.


(True, certainly-- unless he was just exploring creative ways of disposing of waste contaminants in the ocean.)
