1. If you saw "on offer" in an advertisement, it means offered to the public, so "available" works, too.
2. A saloon is a pub, a bar, a place to drink and maybe dance or hear music. A salon is a place where hair and nails are taken care of.
You could use either "for" or "at" in your sentence. The "for" asks more about the employer while the "at" asks more about the location.
"Which salon does he work for?" "Super Cuts."
