While the bequest of history,whether it be the experience or the knowledge amassed,would not necessarily ensure that we would be better off individually or on the whole,history invariably broadens our vision and enlighten us in dealing with current societal puzzles provided that it can be combined efficiently and rightly with present circumstances.

Correct. It is a use of the subjunctive, like 'if it be'.
