Yes. The article a testifies that.


She's *3 years old. * Is that an adjective?

I presume it's an adjective phrase.

Once a girl has her third birthday, we say that she is three years old, and we can call her a three-year-old or a three-year-old girl.

Same for boys.

Yes. Technically it is a predicate adjective since it follows a verb of being.
