Hello,
Why do we use "I'm writing to...", not "I have written to.." in letters? Is it because the writer focuses on the time reference at the time of writing?

Hm. Usually you would not say "I'm writing to" unless you are in the act of writing at the time. You could use it to mean that you are in the habit of writing to a certain person every day or so . . . .
