Hello,
Can you have a look at this sentence for me?
"The people who had lived in pretected forest or mangrove areas before the tsunami struck, should be allowed to return to their original sites provided they agree to protect the natural resources in their locatlities."
1. Should there be a comma before "should"?
2. Should there be a comma before "provided"?

Here is the clearest punctuation:
The people who lived in protected forest or mangrove areas before the tsunami struck should be allowed to return to their original sites, provided they agree to protect the natural resources in their localities.
