What does 'raising the nuclear stakes' mean?
I guess it means 'increasing the nuclear betting money'.
I wonder if I'm right or not.

"Raising the stakes" does mean betting higher amounts in a game such as poker. Sometimes "upping the ante" is used to the same effect.

In your sentence, it means increasing the danger of nuclear war, or perhaps increasing the fear of nuclear war, because "the dear leader" in North Korea is so unpredictable and evidently starved for attention and respect.
