"Tyranny is the wish to obtain by one means what can only be had by another?"

Is it true that without the context it is hard to understand this sentence?

Without the context, I had understood it as tyrants like to obtain by force what could be obtained by non-force ways. The sentence quoted is a straight definition, I guess.

I agree that the sentence does not seem to need any more context. It is aphoristic.
