Hello,
When we talk about a universtiy lecturer's office hours, do we mean the time when he/she will be available for consultation in the office or the total number of hours the lecturer teaches?

It means the times (days and hours) that the prof is in his / her office and available for consultation with students. The other is the prof's teaching load.
