The commas in the text below are been used in a right way?

This work, which includes a brief description of both academic and industrial scenarios of the State of Rio de Janeiro, has the objective to create and to describe a mechanism focusing the interaction between an academic research group and polymer industries towards innovation in the field of Bone Bioengineering.


By the way, I guess it should be "the objective of creating and describing"; isn't it?

Commas are right.

Yes, I would use the gerunds instead of the infinitives.
