The sentence means, even though they had no wheels or wheeled vehicles, even though they had no beasts of burden (oxen, camels, donkeys, elephants, etc., to carry things), still they put in a lot of roads all over the place.

Think of lacing up your shoes. The laces criss-cross all the way up the shoe. Or a lace curtain. Tha lacing is in all directions, criss-crossing everywhere. Thus the image of broad (wide) roads criss-crossing each other all over the land.
