The bold sentence is right? I think 'No one recoreded who invented them or when it happended' is correct. But I'm not sure. Please teach me.

It is OK.
No one recorded who he or she was [who placed a wheel on an axle] or when it happened, but when the "first inventor" placed a wheel on an axle, people began to roll from one place to another.
