They meant "put in charge."

Yes, it is a "typo" = typographical error. In both sentences, it should read, "put in charge."

Yes, another typo.

What is the source of all these sentences?

From the context of the piece with your sentence, you can probably tell whether it is a positive or negative connotation. My guess is that the author means it negatively -- instead of economists, we will have technocrats who follow the party line / orthodox rules, filling the positions.
