Please help me fill the blanks to make the three sentences below mean the same.

It is no use crying over spilt milk.

It is ( )( )( ) to cry over spilt milk.

It is ( ) to cry over spilt milk.

It is no use crying over spilt milk.

It is of no use to cry over spilt milk.

It is useless to cry over spilt milk.

There are probably other answers to this problem, but these 3 sentences do now mean the same thing.

Now I came up with one looking at the third one of yours;

It is (worthless) to cry over spilt milk.

Is that also OK??

As to your new sentence, it is correct, though I don't think I would personally say it that way.
But yes, it has pretty much the same meaning.
