I was taught that "welfare" is "an uncoutable noun".

But Can I say "child welfares"?

I wouldn't normally, but contexts can usually be conceived for turning uncountables into countables:

The arms productions in 1895 for the two countries were vastly different. This one works (in my estimation), though I would use production was, most likely. Welfares is even less likely as a countable-- but I'll wager some member can come up with an example.
