1. Both are good.

2. I like "cover" much better. I would want to add "for" with "pay" (pay for the cost), but others might think differently.

1. You are more likely to hear "in" than "of," although both would be understood.

The use of "of" is the possessive. More likely you would hear, "In the autumn, Beijing's weather is much cooler than Wuhan's."

2. Either is OK to me.
