What does the quote mean? I guess that it means that whenever bad things happened he didn't use to suffer from them and instead he used to want to be charged with them . Am I right? Can you teach me?

To be used to also means to be accustomed to, so your sentence could be interpreted as:
He was accustomed to being in charge [in control], not [accustomed to] being the victim of circumstance [and therefore not in control].
