(context: The FCC( Federal Communications Commission) approved the rule changes anyway, only to see them nearly overturned by Congress and then rejected by the courts. )


Whom should the rule changes be approved by? the FCC, the Congress or the courts? And according the the sentence above, did the Congress and the courts approve it or not at last?

Comment: Apparently all three organizations have the power to approve or reject the changes. In this case it was the courts that rejected them.

Congress enacts a communications law, as it enacts any other law. The FCC is the agency that is responsible for interpreting the law. That is, they write and enforce regulations, based on the law. (It reports to the President.)

If someone believes that a regulation harms him and that the regulation was a bad interpretation of the law, they can sue in court to have it invalidated. The court can decide the matter. Or they can order Congress to rewrite a part of the law to make their intentions clearer.

That's the process in a nutshell.
