Please, could you tell me if the following sentence is correct?

"Shall I call the police?, I thought.

How would you say it?

I think it's not correct because in a question the verb goes before the subject and so : Shall call I the police? "shall" has the same meaning of "will" it's the future.

Actually, "shall" is a modal, so it follows the same pattern as "can"

"Can I call the police?"
"Shall I call the police?" In American English, this is about the same as "Should I call the police?" I don't know about British etc. English.

Therefore, in American English, I think it would be possible to say, "Shall I call the police?" I thought.
