1a. Do you have a moment?

1b. Got a minute?

- Do these mean "can I talk to you for a minute?"? And are there any other natural ways to say?

Yes and Yes.

Depending on the person you are speaking to, you can say:

The Polite Way:
May I speak with you for a minute/moment.

The Friendly Way: (You know the person for a long time)
Hey, homeboy! Do you have a sec? (second)

You can also say:

"Can I pick your brains?" if you want to ask someone lots of questions about something ... usually something they are knowledgable about, but you aren't.

For example:

"You bought a new house a few years ago, didn't you? I'm thinking of doing the same thing. Would you mind if I pick your brains?"
