There are four seasons in a year. They are spring, summer, fall and winter. Spring does not ____ January and February. ...

(A) bring with (B) begin with (C) begin in (D) start in

The given answer is choice B. What's wrong with choices C & D?

Semantically absurd: 'start in' would suggest that it started twice, once in each month!

This is another example of bad English. It's ludicrous to try to determine the correct answer when the sentence itself is wrong.

It's a poorly designed question.
Spring has a definite starting date, which is, in the Northern hemisphere (depending upon your position relative to Greenwich), around 21st March each year on the Gregorian calendar, so obviously it doesn't include January and February.
In the Southern hemisphere it's September 21st.
