#1-(1)These protesters seem to fail to realize "what" foreign investment
can bring to developing countries.
Is "what" an interrogative or a relative pronoun?

#2-(1)It is not a question how much a man know, but "what" use
he makes of what he know.
(2)It is not a question how much a man know, but "how" use
he makes of what he know.
Which sentence is correct?

I'd appreciate your help!

#1 "what" is not an interrogative here; there is no question being asked.

#2 Neither sentence is correct, but the first one is closer to being correct.
(1) It is not a question of how much a man knows, but (rather) what use he makes of what he knows.
(2) It is not a question of how much a man knows, but (rather) how he uses what he knows.
