It is technically a physical threat. It means to hit somebody over the head and thereby cracking it open.
However, it is usually used as a sarcastic comment.

| Usually you would read "crack some heads", meaning get people (usually employees) to do what they are supposed to. "Crack some heads open" is pretty literal and kind of "gross". |
