The Oscars are officialy called the Academy Awards. The Awards are granted by the Academy of Motion Picture Arts and Sciences, a professional honorary organization which, as of 2003, had a voting membership of 5,816. Actors (with a membership of 1,311) make up the largest voting bloc.

From this, I assume that all the voting members vote for the four nominations. So who decides the winners?

The membership of the Academy votes for the winners. Probably the nominations are decided by a nominating committee composed of a subset of the membership.
