What are other ways of saying "I am going to use someone else's identity when joining this program"?
in or under someone's name?

Illegally and falsely? Then:
I'm going to join this program under an assumed identity.
I'm going to join this program under a false name.
I'm going to join this program under a bogus name. |

I am not sure. However, I do have the person's permission to go to the workshop. It is not approved by the organization of the workshop. |

Ah, sort of illegally, but you are not stealing their name against the person's will. So you might say:
I'm going to join this program under a borrowed name.
I'm going to join this program under my friend's name. |

You can also use "alias," which is a name used instead of one's real name. Al Capone, alias Scarface, died in prison. You intend to sign up using an alias.
