As far as I know, #2 is correct. But I've seen #1 in a book. Which one is right?

What book? I would never say "the loss I caused to you," but only "the loss I caused you."

I think your book is wrong.

You can cause someone pain.
You can cause someone to do something.
But you can't cause to someone ....
