Why not use *cries * or * a cry*?

2 when to use* persons* instead of *people* ?

Why not use *cries * or * a cry*?
--Usually you would say that someone did something that was a cry for attention. Maybe if someone did it several times we would say they were cries for attention, but most often what you hear is cry.

2 when to use* persons* instead of *people* ?
--We speak of persons of interest and people for a green planet; persons whose passports were stolen and people who like to drink in the afternoon. I'm not sure exactly when to choose one or the other, but I'm sure someone out there has some rules to follow.
