I saw #1 in a book. But I think that #2 is correct rather than #1.

It's not all that clear what they mean.
It seems to be a circuitous way of saying that it is a distinguished Japanese company that provides packaging solutions.
Neither example is good English.

I suppose they mean that it's one of the top Japanese companies in the packaging industry?
If so, I would write something like:- It's one of the foremost/ largest/most successful/most innovative (or whatever) companies in Japan providing packaging solutions and quality service to their clients.
There is nothing wrong with "distinguished", but I would write, "most distinguished."

If you write "...packaged solutions to customers and offer quality services for clients as well." You are repeating yourself a little.
Clients and customers are the same thing. Clients sounds a bit more upscale, though.
