Hi,

What does the blue part mean in the following snetneces?

I cannot decide the defintions of the word 'deliberative' after I looked it up.

Deliberative means: involving discussion or consideration.
at a more deliberative level is completely unnecessary in this sentence.
What matters is: as a matter of policy

Here's the gist of it :
During their history the Chinese have been willing to accept foreign culture. As a matter of policy, especially during the T'ang dynasty, the Chinese ruling class might adopt a foreign style of dress, learn a foreign language and establish kinship ties through marriage, so as to influence and control "allied tribes".
