For japan there is a nice site that has good job posting. I found my first position using it. I sent out 4 applications and got 4 job offers. It helped a bit that I was already in Japan and held a visa. anyway here is the site:

There is also a possibility of coming over to Japan on the JET program. This is a program run by the Japanese gov't and places teachers in the Japanese school system. However, the next wave of teachers come in Aug. and application deadlines are somewhere around October/November. Here is the link to that program:

As far as qualifications are concerned you do not need a TEFL cert. but I would recommend one, even an on-line one. There is a strong possibility you will be sent to teach your first class with very little instruction if any. (You do need a college degree to work and obtain a work visa.)
