Help - interesting teens

I am teaching teens for the first time. It is a summer course and is supposed to be more about oral communication. I am struggling to engage them. Half of the class are very shy about talking, whilst at the same time there are a couple of strong communicators. I have tried a host of things but am not having much luck. I have also had a heart to heart to them about what they want to do - and the responses are pretty vague - mostly centred about wanting to have fun and play games. They are a pre-int level.
Any advice appreaciated.
