There, IMO, the waiting will commence before the addressee has completed whatever action is doing, or going to do, but "When you've arrived, I'll be waiting for you" just doesn't work for me. Unless, that is, "when you've arrived" means "when you arrived and rested/settled yourself". Still, It would be stretching the use a little, IMO.When you've done, I'll be outside waiting for you.
