Question on "was".

Why would a writer choose to open a book written in, say, 2007 with this:

"It was the year 2034".

Perhaps the author wished to convey that the book was ostensibly written after 2034, creating a Sci-Fi world in which the future future is looking back on the past future.

I'm with lucy. Are the next sentences past tense also? Did the author write the story looking back on what had happened?
