Basic Reading/Phonics for Arab true beginners

I am a teacher in Saudi Arabia, in the military. We have soldier learners coming for ESP for Radar and Missiles. Unfortunately, some of our learners seem to be illiterate in Arabic and English - in spite of the fact that they should have studied English in secondary school. I am looking for a text and possible CALL lab support for Arab true beginners. Emphasis on phonics and reading skills. Can anyone offer advice?

English Please is the standard text for these Saudi students. Pretty dull but you don't teach the mili in Saudi for the fun.
